Michael A. Withers – Principal/Owner

Michael Withers founded M.A. + Associates, LLC in 2000 to provide cost control/project controls to the federal government, municipal governments, private owners and developers. Mr. Withers has more than 26 years of construction management, cost control, cost engineering, project controls, capital budgeting, financing and claims analysis/avoidance experience. He has prepared and managed over 700 cost estimates for projects nationwide. Mr. Withers has served as the Region II Director for the Association for the Advancement of Cost Engineering International (AACEI). His expertise in the planning and implementation process of a project helps ensure accuracy and completion of projects.

Reginald L. Clay – Director, Pre-Construction Services, Senior Architectural Designer and BIM Specialist

Mr. Clay is responsible for design support and construction documentation of military, institutional, commercial and residential projects. He has over twenty years of architectural and civil engineering CAD design, 3D modeling, animation, as well as seven years of Building Information Modeling. He has provided CAD and BIM implementation, support and training to dozens of small and medium size A/E firms. Mr. Clay has utilized CAD and BIM tools to design projects ranging from $25K to over $32M for private and public clientele. Additionally, he has created 3D animations and renderings for design charrettes and presentations, BIM phasing/scheduling and quantity take-offs for cost engineering and construction documentation, site inspections, building assessments and feasibility studies. Mr. Clay is trained in Autodesk Revit BIM software including architectural, structural and mechanical/electrical/plumbing disciplines.
